What were the effects of this policy\, and what does the political landscape look like for future expansions?\n\nProfessor Hilary Hoynes holds the Haas Distinguished Chair in Economic Disparities at the University of California Berkeley where she also directs the Berkeley Opportunity Lab. Chu has served as Chair of the Congressional Asian Pacific American Caucus since 2011 and has been a leading advocate for the needs and concerns of the Asian American Pacific Islander community across the nation. Please join former U.S. Senator Barbara Boxer in conversation with U.S. Rep. Judy Chu as they discuss protecting women’s rights\, responding to anti-Asian hate and violence\, and advancing the needs of working families and small businesses in California and across the nation. \nThe Barbara Boxer Lecture is an annual event\, sponsored jointly by the Institute of Governmental Studies and The Bancroft Library\, that focuses on women in leadership. \n \n  \n\n\n\n\nJudy Chu was elected to the U.S. House of Representatives in July 2009. She represents the 27th \nCongressional District\, which includes Pasadena and the west San Gabriel Valley of southern \nCalifornia. \nRep. Chu currently serves on the powerful House Ways and Means Committee\, which has \njurisdiction over legislation pertaining to taxes\, revenues\, Social Security\, and Medicare. In that \nCommittee\, Rep. Chu is a member of the Subcommittees on Health\, giving her oversight over \nhealthcare reform and crucial safety net programs. \nShe also serves on the House Small Business Committee\, which has oversight of the Small \nBusiness Administration\, as well as the House Budget Committee. \nIn 2011\, Chu was elected Chair of the Congressional Asian Pacific American Caucus\, which \nadvocates for the needs and concerns of the Asian American and Pacific Islander communities \nacross the nation. She helps lead the Tri-Caucus\, a joint effort with the Congressional Black \nCaucus and the Congressional Hispanic Caucus. \nChu founded and co-chairs the Congressional Creative Rights Caucus\, which advocates for the \ncopyright protections of those in the creative industries\, such as music\, film and visual arts. She \nalso serves in leadership of the House Democratic Caucus as a Member of the Steering and \nPolicy Committee. \nSome of Rep. Chu’s proudest accomplishments in Congress include: introducing and passing a \nCongressional resolution of regret for the Chinese Exclusion Act of 1882; working with \nPresident Obama to declare the San Gabriel Mountains a national monument; requiring the \nDepartment of Defense to address military hazing; helping entrepreneurs by establishing two \nnew Small Business Development Centers in the San Gabriel Valley; and helping small \nbusinesses refinance old\, expensive real estate loans by reviving the Small Business \nAdministration’s 504 loan refinance program. \nChu was first elected to the Board of Education for Garvey School District in 1985. From there\, \nshe was elected to the Monterey Park City Council\, where she served as Mayor three times. She \nthen was elected to the State Assembly and then California’s elected tax board\, known as the \nState Board of Equalization. In 2009\, she became the first Chinese American woman elected to \nCongress in history. \nChu lives with her husband\, Michael Eng\, in the city of Monterey Park\, where they have been \nresidents for over 30 years.

DESCRIPTION:We hope you’ll join us this evening with one of California’s top elected officials\, Attorney General Rob Bonta! \n\n\nAttorney General Rob Bonta makes headlines almost every day\, whether he’s suing manufacturers of toxic chemicals or negotiating a settlement with Walmart over its role in the opioid crisis. He has led statewide fights for racial\, economic\, and environmental justice and championed the rights of immigrant families\, renters\, and working Californians. \nWe are honored to have AG Bonta as our featured speaker on Wednesday\, January 11\, at 7 p.m. He’ll explain what being “the people’s attorney” entails and what he sees as the most pressing issues facing California. \nThis event is open to the public. Admission is $5 for club members and $10 for non-members\, and tickets are available on Eventbrite. Please register early for this event so we can be sure to accommodate everyone comfortably and safely. Masks will be required. \nIn April 2021\, Governor Gavin Newsome appointed AG Bonta to fill the unexpired term of Xavier Becerra\, whom President Biden had named Secretary of Health and Welfare. Last month\, voters overwhelmingly elected Bonta to his first full term. He is the first person of Filipino descent and the second Asian-American to hold the office. \nThe Attorney General says his passion for justice and fairness is “hard-wired into his DNA” thanks to his parents. They fought on the frontlines of some of America’s most important social justice movements\, including organizing for the United Farm Workers union. \nThe AG worked his way through Yale\, graduating with honors in 1993. He then spent a year at Oxford studying law\, politics and economics. He returned to America to earn his law degree at Yale while also working at a community service organization\, where he managed activities for thirty staff members and a hundred children. \nAfter he clerked for a judge in the Federal District Court\, AG Bonta went into private practice from 1999 to 2003. He was part of a team of lawyers who partnered with the ACLU to implement new protocols to prevent racial profiling by the California Highway Patrol. He left his law firm to work as a Deputy City Attorney for the City and County of San Francisco from 2003 to 2012. In 2010\, he was elected to the Alameda City Council and\, two years later\, to the State Assembly\, representing Oakland\, Alameda\, and San Leandro. \nHe served in the State Assembly until March 2021\, when Governor Newsome tapped him to be Attorney General. During his years in the Assembly\, he sponsored bills that made major changes to California’s penal code and to immigration\, health care\, and housing laws. Among his many legislative accomplishments was passage of a bill he drafted to end the use of for-profit\, private prisons and detention facilities in California. Governor Newson signed the legislation in 2019\, making California the first state to take this action. \nWe hope you’ll join us this evening with one of California’s top elected officials!

We’ve now learned from the hearings that Trump “spurred a mob of domestic enemies of the Constitution to march to the Capitol and subvert American democracy.” \nEven before the committee began its public hearings\, there have been ample calls for Attorney General Merrick Garland and the Department of Justice to indict the former president for attempting to overturn the election and for inciting the insurrection at the Capitol. \nFollowing the compelling evidence laid bare by the Jan. 6 committee’s public hearings\, the ball will ultimately fall in Garland’s court to lead the charge in prosecuting Donald Trump and his inner circle. Tell President Biden to establish a federal Reparations Commission Now.\nThe time for the United States to account for its legacy of enslavement is long overdue.   \nIn the November 2020 elections\, voters made clear that they wanted their elected leaders to prioritize racial justice. Creating a commission modeled on the bill H.R.40 is one way for President Biden to show that he has. \nBlack people in the US continue to feel the impacts of enslavement today in the form of structural racism\, violence\, discrimination and disparities in health\, housing\, environmental outcomes\, education\, economics\, policing and law enforcement. Mass protests in response to pervasive racial inequality\, and the killing of Black people\, like George Floyd\, Breonna Taylor\, and Ahmaud Arbery\, reflect America’s failure to provide redress for this long history of abuse. Psychological and mental harms stemming from enslavement and anti-Black racism persist and require comprehensive remedy. Even amidst battles against truth about the nation’s founding\, there is a growing understanding that the legacy of slavery can be felt today and that racial discrimination impacts everyone in the country. According to a recent Citi Group study\, not addressing the racial wealth gap has cost the US economy up to $16 trillion over the past 20 years. \nUS House Resolution 40 (H.R. 40) would establish a federal commission to examine the impacts of the legacy of slavery and recommend proposals to provide reparations. The bill does not authorize payments or any other remedies. It creates a commission to study the problem and recommend solutions—a first and necessary step given the variety of ways to remedy specific harms. Like the federal commission that investigated the forced relocation and wrongful incarceration of Japanese Americans during World War II\, the bill can help pave the way for a full and truthful reckoning and accounting for past and present harms. \n \nThanks to you\, in April 2021\, the House Judiciary Committee voted for the first time to advance H.R. 40 to the House floor for a vote\, and the bill has a record 215 members of Congress committing to vote “yes.” This is far more than ever in its 32-year history. If House leadership got behind H.R. 40 and advanced it\, it should pass. But considering dynamics in the US Senate\, and timing—there are just a few months left before the end of this 117th Congressional session in January 2023—we are calling on President Biden to work with supporting organizations and House sponsors of H.R. 40 to set up the same commission by executive order. If Biden is serious about making progress on racial justice during his administration\, there is no time to waste. \nIn order for us to build a better\, more just future\, we need to address and repair the continuing legacy of slavery.  \nBe a part of history. Tell President Biden to take this modest but essential step toward achieving racial justice and create an H.R. 40-style reparations commission now. This commission would study and develop reparations proposals that could ultimately provide some measure of justice to Black people in the US for enslavement and the continuing injustices stemming from it.
